No, the Bilstein 4600 Series Shock Absorber 24-197779 will should not be used with a 2" leveling kit unless the leveling kit includes shock spacers. If you want to run Bilstein shocks on a front with a front lift of 2", you can run the Bilstein 5100 Series Shock Absorber 24-186018 that can be found HERE.
