Does this hurt the motor or turbo in any way?

Not at all. The Swirl motor can be completely bypassed without even noticing any differences within the engine. The Swirl motor was only placed on the application to vary the flow pattern of the air depending on load conditions to make the vehicle more “fuel efficient”.

Are these just blanks? They don't function? Just there to dupe computer? Are these swirl motors just blank swirl valves for each cylinder?

This is not a swirl motor. This is a swirl motor simulator plug which provides the proper resistance to fool the computer that the swirl motor is functioning properly.
